What is the ECEPAA Index?
The ECEPAA Index measures the quality of socio-educational inclusion of students with a migrant background across four European countries: Belgium, Italy, Spain, and Greece. It is the first composite index to assess inclusion where it is actually enacted: in schools and communities, not in policy documents.
Unlike MIPEX, which measures top-down national policy, and unlike PISA, which measures learning outcomes, the ECEPAA Index looks at practice. It asks what happens in classrooms, staff rooms, and after-school spaces — captured through four interdependent dimensions: Formal Education, Relational, Extracurricular, and Institutional.
The report 2026 is the first annual report built on this index, establishing a baseline for longitudinal comparison across the four countries in the years to come.
Formal Education Dimension
Academic performance, early school leaving, educational tracking, access to language support, and grade repetition — examined through five interconnected variables.
Relational Dimension
School belonging, peer relationships, teacher support, and family involvement — capturing how students with an immigrant background experience the social fabric of the school.
Extracurricular Dimension
Participation in sports and cultural associations, access to informal youth spaces, cross-group contact, and functional use of the language of origin and host-country language outside class.
Institutional Dimension
Reception protocols, school-family communication, diversity climate, teacher training, and the permeability of school pathways — the institutional conditions that shape the other three dimensions.
